The Role

We are seeking a dedicated Content Strategist and Designer to join our dynamic team. The ideal candidate will play a crucial role in the Simpler Grants initiative, specifically focusing on improving the delivery of Notices of Funding Opportunity (NOFOs). The successful candidate will work closely with writers and stakeholders across the HHS Operating Divisions (OpDivs) to ensure funding information is well-organized, clearly written in plain language, and accessible to all potential applicants.

This role involves crafting clear, precise, and engaging content while ensuring it aligns with required style guidelines and meets the highest standards of clarity and correctness.

  • Develop plain language content for various topics to ensure accessibility for all educational levels.

  • Revise, edit, and proofread content to optimize length, clarity, style, and correctness.

  • Demonstrate proficiency in different editing types: copyediting, line editing, and developmental editing, and identify the specific editing needed for each project.

  • Use established documentation to ensure content complies with style, voice, or tone requirements.

  • Adjust voice and tone of content to match existing styles or to meet specific user needs.

  • Conduct effective research to write clear and accurate content, emphasizing messaging priorities in content creation.

  • Create compliant links, headers, alt-text, and other content types, adhering to best practices for digital accessibility.

  • Proactively review and adjust content to address accessibility concerns.

  • Engage with qualitative and quantitative research to gather insights that inform content design and usability.

  • Utilize analytics tools to measure user success and drive content decisions.

  • Organize content effectively based on user needs and behavior, enhancing findability and user engagement.

  • Build within and enhance existing information architectures, recommending structural changes to improve content delivery and search performance.

  • Use templates, audits, inventories, and sitemaps to manage and simplify complex or extensive content.

  • Participate in governance, content system maintenance, and migration planning to refine and improve content strategies and outcomes.

  • Understand and prioritize organizational needs in content development, making strategic recommendations to support content maintenance and iteration.

  • Work effectively within existing content management systems, supporting multilingual processes and structured content to ensure seamless integration and usability.


  • 4+ years of content development and strategy experience preferable in the government or public sector.

  • Solid command of accessibility standards and best practices for digital content.

  • Strong understanding of the differences and applications of copyediting, line editing, and developmental editing.

  • Experience with adhering to and applying style guides in content creation.

  • Ability to modulate content voice and tone to meet specific user requirements.

  • Proven track record of researching and writing clear, accurate, and engaging content.

  • Excellent communication and organizational skills.

  • Demonstrated ability to use analytics and research to inform content strategy and architecture.

  • Experience in content system governance, maintenance, and iterative improvement.

Preferred Requirements
  • Familiarity with grant writing and the grants management process.
